Supporting Victims of Terror with immediate and ongoing aid

The Fund for Victims of Terror, supported by UIA, is the Jewish Diaspora’s first responder for Israeli civilians impacted by terror and violence. Within 48 hours of an attack, victims receive urgent financial assistance, regardless of race, religion or ethnicity.

From its creation in 2003 until October 7, the Fund has delivered over 9,000 grants. Since October 7, the Fund has distributed an additional 11,797 grants and counting. These Emergency and rehabilitation grants to help victims rebuild their lives covering immediate needs like food, housing and funerals, as well as long-term recovery including trauma therapy, counselling and recovery camps for children.

Since its creation in [2003], the Fund has delivered more than [20,000 emergency] and rehabilitation grants to help victims rebuild their lives. That includes over 11,797 grants distributed since October 7 alone – the staggering increase reflecting the scale of devastation from that day.

This support covers both immediate needs – food, accommodation, funeral expenses and emotional assistance – and long-term recovery such as psychological therapy, trauma counselling, and specialised trauma recovery camps for children and teens. UIA works closely with local municipalities, ensuring that no victim faces the aftermath of terror alone.

The Fund also enables emergency relief across 23 regional councils and provides dedicated help to hostages, bereaved families, and those who have lost homes or livelihoods. From supplying hearing aids and clothing to reconstructing emotional wellbeing, every dollar is put to vital use.

My father was inspired by the memory of Dvir Karp, a chocolatier murdered on our kibbutz on October 7. He used the long term rehabilitation grant he received from the Victims of Terror fund to retrain as a chocolatier so that he could bring Dvir’s chocolate business back to life.

In the wake of the October 7 attacks, the Fund for Victims of Terror mobilised with unprecedented speed and scale. Within just 48 hours, thousands of families across Southern Israel received emergency grants to cover urgent needs like shelter, clothing, food, and funeral costs. As the scope of the trauma became clear, the Fund expanded its efforts to include long-term rehabilitation, psychological care, and resilience programs for victims of all ages. From the Nova festival survivors to families in the Gaza envelope, and from returned hostages to those coping with the loss of loved ones, the Fund has been a lifeline when it’s been needed most.
