Across Israel, tens of thousands of elderly live in poverty, many without family or support. Amigour, Israel’s national sheltered housing program, provides affordable homes and comprehensive care to more than 7,500 low-income seniors, including Holocaust survivors and immigrants from the Former Soviet Union.

With over 57 facilities across the country, this partnership between Keren Hayesod-UIA, The Jewish Agency, and the Israeli government ensures that our most vulnerable can live their final years in safety, independence, and dignity.

Meeting urgent housing needs

The shortage of low-rent housing in Israel leaves many elderly, including Holocaust survivors, living in unacceptable conditions. For immigrants who arrived with nothing and lack family support, the situation is even more dire. Amigour provides a solution by offering affordable, sheltered housing to those who need it most. These homes represent more than shelter – they are places of stability and pride for those who have survived so much.

Independent living with full support

Each Amigour facility is designed to allow residents to maintain independence while receiving the care they need. On-site social workers, therapists, and caregivers ensure that every individual is supported physically, emotionally, and socially. Many residents say it is the first time they have felt truly safe since arriving in Israel.

Enriching lives through community

Life at Amigour is vibrant and fulfilling. Residents take part in exercise classes, health and nutrition lectures, crafts workshops, choir groups, computer classes, and more. From celebrating Jewish holidays together to trips around Israel, visits to museums and the theatre, Amigour builds community and combats loneliness through shared experiences and consistent engagement.

The war has only deepened the need for safe, supported, and dignified housing for Israel’s most vulnerable seniors. After the war began, for many elderly tenants, particularly Holocaust survivors, the blare of sirens and repeated missile alerts triggered deep trauma. In towns under direct threat, residents had to shelter in place multiple times a day, often alone and with limited mobility. Some had only minutes to reach a secure room, while others, unable to move quickly, relied on neighbours and staff for urgent support.

Despite the fear and uncertainty, Amigour’s dedicated teams ensured no resident was left behind. Staff members remained on-site, helping residents take shelter and offering comfort in bombproof rooms. Social workers and caregivers provided emotional reassurance alongside practical care. In many buildings, communal spaces were transformed into safe zones, where residents could wait together during missile barrages, reducing isolation and panic.

Even under fire, Amigour continued to deliver hot meals, check in on residents, and run modified activities to maintain morale. For elderly residents without family, this was more than a housing solution – it was their only lifeline.
